The fifth floor of Project VIE is where individual contribution hours are logged via the HALO app, as well as where the economic transition process is managed.

Primary concerns: regional distribution of the population; universal basic income; technology and economic infrastructure; collaboration between ours and pre-extant entities; and unified ops / transferrable standards for those structures on the outs.
