The first floor of Project VIE is concerned with resource stability and distribution, as well as the day-to-day, "ground-level," type running of the franchised hubs.

Primary concerns: cities of industry; housing; public spaces (specific to production and consumption); physical infrastructure and relevant institutions; and energy, food, and waste metabolisms, with emphasis on food and land distribution.

"The working world historically centred around its cities and those cities in turn centred themselves around their institutions.
